Help with rules - instant cards

Apologies if this is the wrong place to post. We need assistance with the Instant Cards.

My question is, if an instant card is used to prevent an opponent playing a card, does the player playing the instant card pay its costs in the usual way then follow the text on the card? Or is the instant card played for free?
